Searing Exarch and Eater of Worlds both missing in action

I have ran countless maps 6-16. Neither of them have shown up. I cant get the Envoy to appear. Is this a bug or am I missing something stupid?

Do you have one of them selected from the map device? You can select either maven, searing exarch or eater

Jesus, thank you. That's an odd thing that were was no reference for before. Eater of worlds is an option, I don't see Exarch but maybe will show up after
