can you snapshot arcane cloak for the beam damage like you can do with intimidating cry?

Warcries exert the whole attack and beams are part of the Static Strike attack, so exertion also applies to them. Arcane Cloak like other buffs have to be active when beams hit (this is when damage calculates) to affect their damage.
