Fire Burst Essence not working with Trigger Bots?

I am testing this triggered Essence spell and I only see one fire burst. It should be triggered twice either at the target location or from the bots? Either way, I only see one burst. Please fix.

Reading the skill text on the wiki, and recalling some past dev responses regarding triggerbots, I would assume that it's working.

Fire Burst triggers at the location of the hit, so changing the location of the cast to where the triggerbots are doesn't change where the Fire Burst occurs.

Because both triggers happen at the same time, they visually overlap, and you only perceive it going off once. For something similar, the dev responses I recall were concerning the triggered skill Flames of Judgement from Atziri's Rule. here:
