NVIDIA 3060 not recognized - only MS basic visual render - and only PoE

I have the latest driver from the website, I have designated in global windows settings that it should be the driver, I have set the program specific GPU to be the NVIDIA, I have reinstalled both the game and the video card. I have used the default settings, as well as letting the NVIDIA GeForce Experience software configure it. the game works, but the quality is RuneScape at even a usable framerate.

The option to change GPU is greyed out. It only allows the Microsoft Basic Render.

This is a decent 2 year old Win 11 I7 machine with 32 GB RAM.

There is also an Intel UHD Graphics 750 in it. I would use that if I could get an enjoyable experience out of it, but it seems a shame to not use the much beefier GPU.

Disconnect your monitor from your motherboard.

Connect your monitor to the video card.

Not OP but I made such a dumb mistake of connecting my HDMI to the mobo. Thank you!
