Can't get Niko's quest so i have no acces to Mine Encampment

I created 2 Ruthless characters and none of them can get the Niko's quest.
i tried to join game with other player but not issues i still can't get to the mine encampment.

Need help please

you sure he exists in Ruthless ?

you sure he exists in Ruthless ?

Yes he does appear in Ruthless, but unlike in the main game it is not guaranteed that he will appear at a certain point in the game. Sometimes you have to wait a long time for any of the masters to spawn. Sometimes one won't appear until mapping. It's pure RNG.
