Naked Feet Cosmetic

One day I logged into my main account with purchased cosmetics equiped. The next day they were naked on the feet. Today they appear like normal cosmetics. This happened while doing a tree complete tree reset and gear equiping, to a different build.

Probably didn't have stats to wear the boots.
Cosmetics only apply if you're wearing something in that slot
