Well...they did recently do this with A LOT of the uniques. The vast majority got massive damage overhauls and buffs that make them far more competitive, but they are also very often level-bound. A level 20 unique shouldn't have to scale into the endgame...although you COULD do something like Diablo 2 and find a way to upgrade the base unique to a more elite version of it.


On to the "unique" uniques: every single unique item in the game should have some stat or multiple stats that make them inherently unique. Every single one. There should not be a single unique in existence that simply has normal mods that can be found on any item. I would argue that even if a unique item "borrows" a mod from a different item type (ex: a unique glove having a helmet mod), this is simply not good enough to justify a unique. They don't necessarily all need to be build-enabling, but at the bare minimum they should do something like that unique helm that simply has "onslaught". Things like that, that can be found nowhere else on gear (NOT legacy synth gear...) should be on every unique. Have a mace unique weapon shoot out spikes or something. Have a shield enchant itself when you block to shoot a fireball or raise its block rate, or recoup life or something. Have more unique boots with ground effects. Have uniques tied to various skills a la Diablo 3 legendaries.


Many of the uniques in the "we rebalanced 100 unique items" weren't weapons though and even among the buffed uniques, most of them are still duds. Nevermind the leveling uniques, even the high level ones are mostly still trash. I think there are like 5 or so that actually ended up being more useful than before afterwards. Kind of laughable considering that a 100 were changed.
well...yea they didn't do a good job. But 5 usable is a little pessimistic. Those leveling uniques that got buffed got REALLY buffed. I almost exclusively level and regularly use far more uniques than I ever have before simply because their stats are 5-10x higher than what I can get at that level or even in 50 levels. I'm thinking about the new ES leveling uniques, some of the flat damage adding uniques, etc. They are MUCH more useful than they were before. Just looking at the endgame, sure, they still drop off rather quickly. But even so, I can use many more uniques well into yellow mapping with a halfway decent build. I used to be totally unable to use ANY uniques once Kitava cursed me the second time around.
my take on uniques is that they should fall into 2 categories

build enabler: low LEVEL uniques with special mods that can be scaled. good examples of this Uniques are pillar of the caged god, relic of the pact and whispering ice.

min max: high LV uniques with very strong mods but also big drawbacks like Kaom's Heart


all uniques should fall into those 2 categories, there is no point in having a leveling unique that is useful from lv 10 to 30 when even a super casual like myself can do it in a couple hours.

for instance wideswing could be turned into a build enabler say:

Two Handed Axe
Physical Damage: (63.8-75.4) to (94.6-111.8)
Critical Strike Chance: 5.00%
Attacks per Second: 1.30
Weapon Range: 15
Requires Level 18, 44 Str, 25 Dex

Socketed Gems are Supported by Level 20 Increased Area of Effect
(new mod) socketed skills gain +1 min physical damage per 1% increased aoe affecting it
(new mod) socketed skills gain +3 max physical damage per 1% increased aoe affecting it
+10 to Strength
(120-160)% increased Physical Damage
Gain 10 Mana per Enemy Killed
+(120-150) to Accuracy Rating
+2 to Weapon Range

^ooh and then you could have a NEW class of item: legendary.

Only drops from endgame bosses. These would be the Mageblood/HH/Ashes/Omni tier of item. And they would have the restriction: only 1 legendary can be worn at a time.
