Small Cluster Jewels Question: Does +35% Increased Effect Mana Reservation

Does anyone know if the "Added small passive skills have 35% increased effect" increases the amount reserved by "Added small passive skills grant" for "Added Small Passive Skills grant: 6% increased Mana Reservation Efficiency of Skills"?

I had read this, but wasn't sure if it was just a Path of Building tooltip scenario or if it worked like this ingame.
