Maps dropping below atlas level

For the past couple days, I've been seeing natural map drops below tier 16. With all 4 voidstones socketed in the bottom of the atlas, I've collected a good amount of T16 maps that are originally lower tier - Museum, Defiled Cathedral, Tropical Island. Today and yesterday, I've been seeing maps drop at their original tier, ignoring the voidstones entirely. Did the last update break the voidstone mechanic?

all "cartographer" rewards ignore your atlas, only natural drops obey.
been this way for a while now. |

" Just running rare shaper guardian maps. I had multiple instances where the same map dropped as two different tiers during one run. Maybe some of them dropped from strongboxes or delirium. I had this occur without incubators. Some of the low level maps dropped after killing the guardian. |

Just started happening to me in Blight: Favoured map now dropping at min. level. Also started getting Exalts from Blight for the first tiem and no Divines since this map issue.
