Mark on Hit not working with Power Siphon?

I have linked mark on hit with snipers mark.
And I`m attacking with a wand (power siphon). Why do unique/rares not get marked? Is it a bug or do I miss something? Last bumped on May 6, 2023, 5:33:11 AM
