Server restart bugs? Can't play anymore.

So what happened with the server restart tonight? I'm reading patch notes....
Did everything get tuned up to 1000% difficulty? All I know is I can no longer play the game. Everything kills me in one shot. I first got killed easily running some basic maps. so just for a lark I went back to act 1:the coast and got killed in one shot to a random projectile. The same character running Tier 16 maps with ease, I get hit by anything random and I'm instantly dead? What happened? What changed? I restarted the game and verified game files just to make sure nothing was corrupted, problem still persists. I get hit, screen flashes white, and I get the resurrect box.
