Why is Betrayal still so scuffed all these years later?

I mean one of the more important league mechanics from the past it's still this dysfunctional? Why? I mean I was on 2/3 completed in a map and because one of the safehouses just became available after going 2/3 it removes my opportunity to get that 3/3? It just disappears? Seriously? WTFFFFFFFFFFFFFF?????????????????????????????????????????????????????
