tamper proof + concealed logistics seems to be bugged

I almost never get a cartographer's chest, despite tamper proof guaranteeing a chest and concealed logistics being selected.

Carto chests are still pretty rare. The increases from the atlas tree are not flat increases but increases of the base chance.

So pretend you have a 1% chance for strongboxes to be carto's. That means if you had 100% increased chance for carto's you would see them 2% of the time instead of 1%.
