Shaping the Skies and Breachstone Bargain

I got the Breachstone Bargain crafting option as a reward for Shaping the Skies Atlas Passive.

Is this intended? Shouldn't Breachstone Bargain only be offered as a reward for It That Fled?

Breachstone Bargain is a crafting option that applies only to Breachstone. It doesn't feel like an option that Shaping the Skies should offer.

So I don't think we should be able to get the Breachstone Bargain Option with Shaping the Skies.
