Ignite Proliferation Gem not working with Wave of Conviction

Some info on my current set up:

Elementalist, with Shaper of Flames allocated

Gem links: Wave of conviction, burning damage, ignite proliferation, efficacy, increased duration, combustion

Have tested other skills with the ignite proliferation gem, and they are all working correctly. It seems Wave of Conviction is not allowing the proliferation to trigger for some unknown reason. When tested with elemental proliferation gem, it does work but not for all monsters, around 1 in 5 will proliferate.

Again I have tested other gems and it seems wave of conviction is bugged and not triggering the ignite proliferation.
