Vaal Arctic Armor Bugg (cannot attack/move) forever

Happens frequently enough I'm submitting a bug report.

Cannot move, attack - need to log to undo.

As you can see in image - I am still encased in ice but the skill is not active. This is causing me to be unable to move, attack, but I can still use my skills.
