PoB Shock calculation
What is the difference between those two and how do i calculate it realistic?

Regarding "Effect of Shock",
Goto Calcs page. Select your main skill. Find the "Non-Damaging Ailments" box. Within that box, hover your mouse over "Shock Effect Mod". It will tell you how much shock percentage you can inflict on your selected enemy type (pinnacle, uber, etc.). Now go back to Configuration page and set the "Effect of Shock" to the same value you noted in the previous step.* * If you have an Overcharge setup, then that setup would probably inflict a bigger shock percentage than your main skill. If that's the case, then you copy the value from the Overcharge setup instead. Regarding "# of Freeze / Shock ...", I don't know how you got this config to appear. # of Freeze / Shock / Ignite is likely due to using The Taming ring. I can't think of anything else that has a function based on the number of the 3 ailments like that.

" Correct. What i dont get is, that my mainskill Lightning Arrow has a Shock Effect mod of only x1.15. Its from an jewel (15% increased effect of lightning ailment) The 280% from Lightning Arrow itself seems not to be calculated although its shown up as source. Maximum shock is still 50%. (Isnt that contradictory?) Same for my Manaforge setup with Frenzy and Galvanic Arrow. Only the +50% chance to shock is calculated, not the 680%. Shock Effect mod also x1.15. Shock effect in pob still makes no sense to me. At this point if I really need to know shock effect ill load up a boss like a guardian and see what I get.

Shock effect is capped at a max of 50%.
You cant change that. However, the min shock effect is 5% and that number can be manipulated by %increased ailment/shock effect or simply dealing more dmg. To inflict a 50% shock on Sirus for example, you need to hit him with 25 million lightning dmg - which pretty much ends the phase anyways and is totally useless in this context, because your 2nd hit would deal 50% more dmg, which will certailnly end the phase even if you didnt benefit from the shock at all. Having said that: The shock calculation for Lightning Arrow assumes you did deal 290% more dmg than you actually did deal, helping a lot to meet the requirements to inflict a 50% shock on Sirus and thus killing him faster. For some reason PoB does only show the max shock, which is a pointless number and doesnt show the current shock, which is the relevant number. If you add Skitterbots to your PoB setup you will notice, that the current shock from the Skitterbots does show up. Im guessing PoB is unable to predict the current shock properly because lightning dmg has a massive range in between its min and max dmg rolls which then need to be compared to the monsters ailment threshold, which Pob also doesnt know. But you can see the shock values ingame, so you´ll have to pay attention to that while you are in combat, if you really wanted to know those numbers. Maximum shock effect is capped at 50%. Increases to effect of shock/ailments/etc and don't bypass that cap, they just make it easier to reach it.
You need to increase the Maximum Effect of Shock, such as found on Lightning Mastery nodes, to go beyond that 50%. And there aren't a lot of other sources for that. Voltaxic Rift has +40% to max, and Shock Nova has like +10%. Lightning Arrow has none, so you're likely stuck with 50% unless you take that mastery and bump it up to 65%. Or switch off to Voltaxic Rift, though that probably doesn't suit your current build at all. I have a pretty good sense of humor. I'm not German.

Here it shows that I can shock pinnacle bosses for 64% when they have no pre-existing shock ailment.
