Is there a way to add +1 fire deterministically?

Not that I'm aware of though I can certainly be wrong. Here's why I think there isn't:
There are 4 fire prefixes. Cannot Roll Attacks blocks one of them. But that still leaves %Increased Fire and Flat Fire to Spells along with the Flame Shaper's that you want. You can't block caster because that would also block Flame Shaper's. So at best, I see 3 Crafted Mods - Cannot Roll Attacks - (one of the other 2 prefixes) but that still leaves 2 possibilities for Augment/Remove. I should add, if you want a MUCH MORE (not 100%) deterministic way, you need those 2 mods on a rune dagger base because rune daggers cannot roll %Increased Fire. So you could 3 Crafted Mods - Cannot Roll Attacks - Flat Fire to Spells. Then the aug will guarantee +1 Fire but there is a small chance it removes your +1 all (hence not 100%).
