Atlas Passive 'Test Of Loyalty' Stopped Working

I have the Atlas Passive notable for Betrayal 'Test Of Loyalty' allocated which guarantees an additional rank to Syndicate Members when executed. This was working up until today where no Syndicate Members have gained an extra rank when executed. Executed Guff twice and only gained one each time. Executed Jorgin and It That Fled before using /bug and each only gained one. I did some restructuring of my Atlas Passive tree today, allocating a gateway on the right side of the tree, but besides that the notable has not been unallocated. Ah, true that. That did happen on multiple maps, but its possible they were only Kirac ones. Will need to double check that next time I'm on.
