If I thought GGG would actually do it I'd have suggested 50%, 60%, or even 70%. The percentage doesn't matter if it actually exists.
Problem with this would be the interaction with Olroth's Resolve, it would decrease the "70% less Ward during Effect" to 7% and while the Flask may only give you 20 Ward with it, you can still get an Insane Amount from your Gear. So you would have an permament high amount of ward with no downside.
When played right, your character would be Immortal to nearly anything.

Ward builds already are immortal to nearly anything.
"used when charges reach full" is pretty much 90% uptime already
