Crucible flat (#% to) Spell Critical Strike Chance mods doesn't work with some spells

As you can read, the last mod gives flat crit chance for all spells, yet not for herald of thunder.

Despite Herald of Thunder been a spell(spell tag), it's description states that modifiers to spell damage does not affect it, but thats not the case with crit.
The helmet shaper mod that grants the same thinks does affect it.

I tested both with Herald of Thunder AND other spells, and the Elemental Overload interaction in case it was a visual bug.

Herald of Thunder is a spell that applies a buff to you, and that buff deals secondary damage (which is not spell damage) so that damage isn't affected by spell critical strike chance modifiers.
But why does the helmet mod gives the base crit chance and triggers elemental overload just as the Self-Fulfilling Prophecy cluster node?

Is not the lack of interaction between the weapon mod and herald, but the lack of consistency between the 2 differenct sources of the same thing that i think the bug is.

Different wording.

The flat crit chance helmet modifier affects socketed spell gems, and Herald of Thunder is a spell gem. The helmet modifier doesn't do anything to spell critical strike chance (which is tied to spell damage) but affects the base critical strike chance determined by the skill gem.
You might be correct.

The interaction between wording is quite tricky in PoE.

The body armour shaper spell crit modifier which has the exact same wording as the crucible mod also does not affect the herald of thunder gem.
