Explorer Scouting repots and map tiers

I don't know if this is intended but it certainly doesn't feel correct but when you complete all white tier maps (1-5) explorer scouting reports will put any uncompleted maps into the white mission selection of a Kirac window. Meaning that T14-16s will be presented and zoned as a T5 map. This lets you do higher tier maps in lower level zones.

Also something to note that if the map from Kirac meets the bonus objective requirements it will count as being completed. This doesn't seem right since it turns T14+ maps into T5 maps.
