bug skittering runes? neckless allocate?

my friend playing an impending doom build.the allocated:skittering_rune associated with the necklace is preventing the eldritch battery from recovering more than half of the battery. My friend from steam.

Your friend may be using the keystone Ghost Dance, which prevents their Energy Shield from recovering above their Evasion Rating.
