Trigger on minion Kill Question

Mechanically speaking, why minion kills don't count as character kills? I can't think about of an "OP" interaction that this could cause.

And aside my first question, why don't make gems and items that have "Trigger lvl X <Minion's Name> on Kill" (Spectral Wolf, Arakaali's Fang, Herald of Purity) triggerable by my minions, just like Commandment of the Grave?
