The advanced tool tip is showing a double negative --

Where as the resistances seem to be correct.

From your description, it sounds like you're talking about e.g. this;

17 (40--40)% reduced Rarity of Items Found

The first hyphen is there to denote the range. The second, that the following number is a minus number (the range is from 40 to minus 40). It is therefore intentional that two hyphens are there.

I think it would be clearer to write "-40 - 40" (or "-40 - +40").
