Graven's secret Cloth Belt, Absorbtion Charge not working

Absorbtion charge does not seem to work right now, from the testing i've done, I had 4 charge and should recoup 48% of the elemental damage dealt to me but right now it look like it's 48% of the last instance of damage that I receive, unlike last league that I had 6 charge and felt like I was immortal, now I feel like it's not working at all. I tried to see if I had any regen by taking damage in the lava floor in labyrinth and I had none, at first I was thinking that it was because I had SkyForth Sorcerer boot equipped, but I had it last league and it should only affect life regeneration not energy regeneration / recoup.
Maybe there's something i'm missing thank you to tell me if you made any change since last league.
