Surge of Vigour not applying with Recovery Mastery

Surge of Vigour is not applying with the Recovery Mastery "Life Recovery from Regeneration is not applied. Every 4 seconds, Recover 1 life for every 0.1 Life Recovery per second from Regeneration".

This should result in a minimum of 162% of your life regenerated over 1 second every 4 seconds at a minimum. However in-game I am recovering less than half my life pool (approximately how much I would recover without Surge of Vigour).

It appears the recovery is applying before Surge of Vigour procs.

I wonder if this Recovery Mastery (recovery every 4 seconds) will work with Vaal Pact?

Also if surge of vigour will work with vaal pact?

No it will not as Vaal Pact disables your life regen.
