Patch 3.20d - CreateTexture2D: Not Enough Memory Crash

Steps to reproduce:
1. Login and enter the game on any character
2. Game will crash, usually on a loading screen, with the message "CreateTexture2D Not enough memory resources are available to complete this operation"
3. Error looks as follows in the PathOfExile/logs/Client.txt log

4. Game also crashed with the same error when attempting to switch renderer to DX12 and/or Vulkan.

Additional information: I can send along a DxDiag or etc, but I have 16gb DDR3 RAM and 11GB VRAM so this memory error is likely related to a bug. Unless it is reasonable to expect that I use 9gb+ of RAM and 10gb+ of VRAM in the submerged passage act 1?

I have personally been running PoE for days without turning it off :D however this has never happened before. Basically it has been running since 3 hours before Crucible league start.
