Alberon's Warpath Boots - Skeleton Warriors are Permanent - Why not for Skeleton Archer?

Hello,

i want to build a Skeleton Archer Build because of the newer Unique Boots (Alberon's Warpath) with the tag "Summoned Skeleton Warriors are Permanent and Follow you".

While testing around that i see it is only working for regular version of the the "Summon Skeletons" Skill Gem. Skeleton Archer are on Phanstasmal version of the skill gem.

I my opinion this make no sense. Why don´t can we have the following minion tag not for Archer Skeletons???
Don´t understand the logic. :/
