It's time to make instilling orbs work on life/mana flasks

With the new PF ascendancy changes, people are gonna have to spam their life flasks every few seconds.

Since the whole point of introducing instilling orbs was to avoid having to press the flask keys all the time, I think it should work on all flasks now. Otherwise folks are gonna resort to unethical means of doing this, and I'm sure GGG doesn't want that.
