How does element penetration interact with the new mastery resistance inversion mastery

Basically, if I hit a monster with 50% fire res while having 10 fire penetration, will my hit be considered to have been against a mob with -40% fire res or -60% fire res?

Penetration doesn't change resistance so the answer is -60.
