Tora keeps going back in Fortification after imprisonment

In Betrayal, I've imprisoned Tora 3 times from Fortification with her having a single rank and every time she exits imprisonment after the 3 turns, she jumps back right back into Fortification with the same rank.

Not a bug if she's the only eligible member who's not in a tree of <= 1.
