Warcries Not Exerting Travel Skills Mastery

This is a required mastery for almost everyone who uses warcries for melee. Why not swap the mechanics of warcries around to not exert from travel skills by default and allow those who wish to exert travel a mastery instead?

This should open up some mastery choice to warcry enjoyers.
