Unable to Use Any Mana Flasks

I'm unable to use any mana flasks, even when my mana isn't completely full and I think I should be able to refill it with the flasks. When I use the keyboard shortcuts for my mana flasks, nothing ever happens, no matter when I try to use the flasks. I've tried leaving the game and restarting as well as equipping different mana flasks, but this hasn't fixed the issue. My life flasks all work perfectly fine and I have no issues with them at all, it's just the mana flasks that consistently don't work.

just a guess but you are probably reserving mana with auras thats why your mana wont fill up if you use a flask
|

I think I've unhidden them - the one I'm having this issue with is a level 15 ranger.

Well you don't have any skill gems socketed so you cant use mana. Since you are full on mana at all times you can never use a mana flask.
Honestly impressive that you are level 15 in white gear with no skills socketed. |

I socketed some gems but the mana flasks are still unusable - do I have to have gems socketed into every item in my inventory to use mana?

You need to SPEND your mana (on the skills) before you can use the flasks. Just socketing the skills doesn't do anything.
