Migrate from Xbox to PC acount

hello team,

I have a xbox account and i wanna know if i can migrate to PC with all my item's.

I have a couple of questions;
* What is the difference between the normal league and the Sanctum league?
* Everytime I'm going to star a new league do I have to create a new character?

Can't migrate (separate servers.)
