impending doom not working

impending doom will work fine then suddenly not work mid map is this a bug? there was no changes to the map or my charicter it just stops applying curses then my frost shield becomes unusable then my curses all unable to cast or reapply my auras with full mana and sheild whats going on??? please help?

keep in mind if i go to a random act (10) everything works fine

Sounds like you took an Eater altar with the downside "Player gains: reduced cooldown recovery rate per power charge". With 5+ power charges, it is entirely possible to reach 0% cooldown recovery rate, meaning that the skill will not recover from its cooldown.

A skill's cooldown is based on the cooldown recovery rate you had when you used it. If you used the skill at 0% cooldown recovery rate, you won't be able to use it again without reentering the map, or removing and reequiping the skill.

then why can't i use my auras and skills in my hideout after i portal back out they stay disabled.
