Maligaro's Restraint Rework + Bug fix on Replica Winterheart

Maligaro's Restraint is a belt built around the idea of shocking oneself in exchange for perks. The perks however are minimal. There is also presently a bug involving Replica Winterheart that breaks the concept of SAFE self shocking.

Replica Winterheart BUG
Presently Replica Winterheart breaks the interaction of Maligaro's Restraint, in that it completely reduces the shock value to zero in such a way that the shock duration is completely annihilated. We are supposed to be "Unaffected" by the shock, which is different to "Immune". The full effect is still supposed to be applied to the character (IE, 90% shock with voltaxic), we are merely supposed to NOT take that MORE damage modifier ourselves. I was testing the pair out when I discovered this build & design breaking bug. Most of the time the ailment doesn't even get applied and when it does appear it lasted 2 seconds and was a 0% value.

Maligaro's Restraint Rework
- The player receives the Shock BEFORE enemies. (For the unique purpose of interacting with Galvanic field.)
- Shock is proliferated from the player with a radius of 25/30
- 20-30% increased Movement Speed while Shocked

and one of the two following

- +30-50% to Maximum Effect of Shock applyable to the player (stackable with Voltaxic)
OR
- Damage is lucky while shocked.

The only unintended thing I see here is "Most of the time the ailment doesn't even get applied".

"Unaffected" nullifies effect, Unaffected by Shock always result in 0% Shock effect on you (unless you're shock immune). This is correct behaviour.

The duration of the reflected shock is the same as the duration of the shock you inflicted on an enemy. It can't be changed by "ailment duration on you" modfiers. And although it may look wrong, this is how it works.
