Shadow Shaping cannot add implicits to Maps while voidstones are socketed

TL;DR: Shadow Shaping does not add implicits to any map that drops as a result of the atlas passives or the explicit mods on Voidstones that state "Maps found have #% chance to be 1 Tier Higher"

Example: A T15 Dunes map drops, and rolls a Special implicit modifier (12% chance). The voidstones + the passive tree cause it to drop 1 tier higher, so it drops as a T16 Toxic Sewer instead, but without the implicit.

I have recently been testing the Shadow Shaping Keystone (Map drops can't be your favoured maps, +1% chance for maps dropped in your maps to have a special implicit modifier for each different map you have favoured). I have 12 different maps favoured for a total of 12% chance to get a special implicit on map drops

First, I dropped about 40-50 maps while running City Squares (using "first strategy", detailed below, in case anything there is relevant) and got no implicits. Confused and slightly frustrated, I moved from that for a bit to directly farm maps in 8-mod mausoleums ("second strategy", detailed below), where I farmed about 200-250 more map drops and still didn't get any implicits.

After this, I made a Reddit post to ask for feedback in case I was missing anything obvious that was bricking my ability to drop implicit mods on maps, since dropping that many maps without an implicit is statistically impossible unless the node is bugged, or my data is bad, so I wanted to see if Reddit could tell me if my data is bad (or had similar experiences) (That reddit post can be found here: https://www.reddit.com/r/pathofexile/comments/10vq77d/farmed_292_map_drops_using_shadow_shaping_w_12/?utm_source=share&utm_medium=web2x&context=3.

What they did tell me, is that there is a bug where sometimes turning Singular Focus or Shadow Shaping on or off can "unfavorite" your maps without actually indicating that they're unfavorited in the atlas screen. This would explain the total lack of implicits since without any favorited maps, the chance to get an implicit would be 0%.

Their proposed fix was to unfavor and re-favor all of my maps.

After doing so, the problem changed, but wasn't fixed.

The new issue: the only map that would drop with an implicit while doing Strategy 1 was Forbidden Woods, which was a connected map (my tree gives me 60% chance to force a monster to drop a connected map). This got me wondering if any maps being Uprolled to the next tier (since with my tree + the voidstones I was getting 180% chance to go up a tier) was causing the maps to not roll an implicit, since the only map rolling implicits was a guaranteed drop at that tier, rather than dropping a tier up from the Atlas passives/voidstone explicits that state "#% chance for maps drop 1 tier higher"

So I took 3 voidstones out and ran a couple maps using strategy #2 (with the small change that I used Graveyard maps instead of Mausoleum, and made sure I wasn't blocking connected maps with Shadow Shaping), which brought me down to 105% chance to go up a tier. I farmed about 40 more map drops this way, which resulted in Picture 2 (37 total drops, 32 with no implicit, 3 with implicits, 2 of which were duplicated).

This change was so sudden and stark, that I dropped my last voidstone and I took all the % to drop 1 tier higher nodes off my atlas tree, which was giving me 80% total at the time.

Farming about 110 more map drops but without any % to drop 1 tier higher and with no voidstones socketed, I got the results seen in picture 3 (112 total drops, 96 with no implicit, 13 with an implicit, 3 of which were duped, coming out to an 11.52% chance to drop with an implicit)

While the sample sizes here aren't massive, the change in how many maps with implicits dropped when I took all the % chance to drop a tier higher out is so massively significant that it's not possible for it to be coincidence.
