Can you make sure that you xbox profile has all the relevent restrictions removed?
Do you experience this problem only with 1 account or you cannot send messages to anyone?

On you xbox navigate to settings-account-privacy and online settings-xbox privacy-communication and multiplayer.

Then it seems like that the account you tried to contact has restrictions that do not allow them to receive messages.
