Anomalous Flame Surge does not apply Scorch

Deals 556 to 834 Fire Damage
Base duration is 4.00 seconds
80% more Damage with Hits against Burning enemies
Cannot Ignite
+7 to Area of Effect length
10% chance to Scorch Enemies
Hits on Ignited Enemies create Burning Ground, no more than once every 2 seconds
Burning Ground deals 25% of Fire Damage per second of Ignite affecting Enemy

So these are the stats that my lvl 16 Anomalous Flame Surge say.
The Skill now has a "10% chance to Scorch Enemies". I tested this with a friend of mine, hitting them with Flame Surge for roughly 200 times or so, by holding it down for a couple minutes and it just didn'T scorch him.. not once.

Is this a bug or is it intended?
His character did not have any ailment avoidance, we made sure of that.

I got the Exarch mod "Drops Scorched Ground while moving" on my boots and that one we tested as well and it does work in PvP.

So i am super confused. The only thing I could think of is that by default you cannot apply Scorch/Brittle/Sapped if you don't wear one of the Uniques or use the Keystone that exchange them (unlock them) with the original elemental Ailments maybe? But then why does Scorched Ground work regardless of that?

Would love to get some clarity on this please. :>

I couldn't figure out the interaction behind this for the life of me, thanks.

Why did it not scorch others with the arcanist brand attached to it though? Shouldn't they work like totems, so since it's not me, it would still deal damage?

Or did I just get really really unlucky.

Brands don't work like that because that's still you. Totems, Traps, Mines, and Minions are what can still do damage.

Gotcha. That's so weird to me but at least I got some clarity now.
Didn't know they could be reflected and all that too. Weird to me that Arcanist Brand is the same kind but that's fine.
