Forbidden Shako has two skills, why does the higher skill not take effect, but the lower skill does.

A Forbidden Shako has two of the same abilities, Level 2 Impending Doom Support and Level 31 Impending Doom Support, why can't level 31 skills help master skills, only level 2 Doomsday skills help master skills, shouldn't it be advanced skills that work?

The wiki shows that if the 2 supports are the same, the higher level one will take precedence.
None of your characters is wearing one so it hard to say any more. ~ Please separate the PoE1 and PoE2 forums.
