No sanctum quest

Hello,

I have been looking everywhere for the sanctum quest and I can't seem to find the NPC.
I've looked : in town act 2, town act 7, fellshrine ruins act 2, fellshrine ruins act 7.
I've never been in the sanctum, got any relic or seen anything sanctum-related.

My level is 91, I re-did the entire act 1 map, act 2, act 7. I even made a new character to Act 2 thinking maybe the condition the unlock the "strange portals" written in the quest description wiki wouldn't show up because of my high level.

My quest never showed up, it is neither complete nor incomplete, just not showing up.
The NPC is also nowhere to be found.

This may sound very stupid but is the sanctum content limited to Sanctum league ? Thats what i thought and didn't bother looking for sanctum content before but now I see that posts about sanctum content on Standard league too, is this correct ?
