Cannot detonate mines

Its not in effect when you have no power charges though.

Once 100% reduced cooldown recovery is reached it is in effect forever. Even though all power charges are back to minimum and there are no more mines on the ground. I faced this issue yesterday and was quite surprised. Here is short video I recorded: https://youtu.be/vHs8EpJkv08

Which skill is it in this case? Detonate mines? If there are no more mines on the groung it cannot be used, so does it mean it stuck from previous usage? Does it also mean every other skill must behave the same way (block forever, even after power charges are reduced to normal)?
That's exactly what it means. ANY skill that has a coodown will be affected if you use it while you have power charges and have that altar mod picked.

This has been made as clear as it can be.

No, it is not clear. Why only detonate is affected? According to your logic throwing mines should also be disabled in the same way. I haven't tried using flame dash on max number of power charges, but it also should be off forever after first use. I'll try it next time.

Throwing mines have a cooldown?
Flame dash has "% increased Cooldown Recovery Rate" mod.

Again - cooldown is set when you use the skill and doesn't change until the next use, it doesn't update dynamically.
Throwing mines doesnt have a cooldown. Clicking the detonate mines button does have a short cooldown. And yes ANY skill with a cooldown will get disabled by that altar mod if it puts you over 100% reduced cooldown recovery.

Flame dash, cold snap, vortex etc etc etc (although flame dash you still get 3 uses)

Its working as intended. If you wish to change detonate mines to not having a cooldown then that is a feedback and suggestion thing.

At that point skill you used has infinite cooldown, the altar effect changes based on how many chagres you have, but that doesn't after the fact change that skill you used had an infine cooldown.
