Cannot detonate mines

I'm in a map and I used an eldritch altar that added "20% Reduced Cooldown Rate per Power Charge." When I'm at max (5) power charges, my detonate mines never comes off cooldown. But this continues to occur even after I've waited the full charge duration and lost the power charges.

I can only reset by leaving the map and returning.

Updated - I can also reset the cooldown (after the power charges have expired) by unsocketing and resocketing the mine skill, but the cooldown never gets reset automatically after the power charges expire.
Cooldown is set when you use skill, so removing charges will not restore the cooldown. Re-socketing a gem or re-entering the map resets the cooldown.
As a purely mechanic application, that makes some small sense.
As an impact to playability, it seems like a terrible choice at best, and a massive oversight at worst.

but it isn't. This is 100% per game design of GGG.
This game is made up by a ton of choices you can make, and some of them are bad for you. Like some map mods, some keystones etc, just like some of the altar mods.
U can reset it by swaping weapons(x)(Remember to put something else on the same bind as the skill on the swapped binds).

This mod is the only thing that is making me raging while playing poe this league (hexblast mine sabot). The fact that it is bound to the skill not to the charges thenselves is what make it stupid. A 20% altar with 6 charges is rip map. If you have, despair (?) the charges take like 15s to go out and you STILL have to swap to make the effect go way. I tried using Discharge (killing a socket also), what worked, but not, bc I STILL have to swap weapons to reset the debuff. I could not find a way to fully consume the charges and reset by swaping, maybe there is some obscure shield or weapon that can do that, if someone know lmk.

But yeah, ggg please change the way this works so discharge works, thanks.

well, the mod obviously working incorrectly. it says "Reduced Cooldown Rate per Power Charge", therefore it should not be in effect if there are no power charges (all are expired)

Its not in effect when you have no power charges though.
