if you 1 shot an enemy you won't ignite it, enemies need to survive the hit(even if its with 1 hp) to get ignited(hit, check if dead, apply ailments)
Is there something that works or doesn't work in accordance to this? Herald of Ice, Inpulsa and other stuff like Cremator are proc'ing fine from one shots. I don't understand what makes you think it works the way you described.
