Tempest Shield disabling on use of incubator

Hi, I found a pretty weird, but repeatable bug. I have Tempest Shield socketed into my shield, and every time i apply an incubator to that shield, Tempest Shield turns off. As far as i know it only works with Tempest Shield ON A SHIELD. I tried putting it in for example a weapon, and it stays on after using incubator. I also tried it with Malevolence in shield, and it also stays on. FYI the shield im using is Saffels Frame
