Ruthless Domain of Timeless Conflict rewards impossible to achieve?

Hello,

We ran a Domain of timeless conflict 3 way today, the first that we know of.

After killing bosses constantly + clearing some content, we didn't even get 20% of the bar filled towards getting the timeless jewel.

Is this working as intended? It seems very strange that a person clearing it easily cannot even get close to achieving it.

Confirmed in Ruthless with Gold, bars in 2-ways and 4-ways filled to like 5% only.

According to some reddit posts at least in non-Gold Ruthless Timeless jewels drop (from bosses probably) without the bar getting filled. According to those post/s the bar shouldnt even be there as its misleading.
