Fractures +1 fire skill gem Amulet. Will the faceted fossil guarantee + 1 all skill gems?

I am on console and there are no +2 skill amulets and if one pops up they want 30 divines. I got my hands on a fractured +1 fire skill amulet. If I use a faceted fossil will that guarantee a +1 all skill gems?

No, it just increases gem mod weight x10
