Latency issues to PoE only. WinMTR attached.

Not exactly sure what to make of the WinMTR result--the thing that stands out to me is ae5.cbs02.eq01.chi01.networklayer.com having 13% packet loss, but maybe that's not meaningful.

Was mid-session and this started happening (~1hr ago). Latency spikes every few seconds, causing awful stuttering.

Confirmed that my connection to other games/applications was ok. Have not made any changes to my network for several months.

Since the issue popped up an hour ago, the only networking troubleshooting I've done is restarting my router to no avail.

Couple of things.

You are getting packet loss that starts right at your router modem, which isn't good.

Restarting isn't good enough. Power cycle it. Turn it off and unplug it for at least a minute.

Wired or wireless? If wireless, go wired if you can. If wired, try changing out your cable, it may be damaged somehow (crimped/old/bad RJ45 connectors).

If you are wireless and can't go wired, you may be SOL, especially since there appears to be something interfering and causing you to drop packets.

If the power cycle doesn't work, then you are going to have to call your ISP. Tell them you are getting PL right at your router/modem and it's affecting your ability to do what you want to online. Make sure that they see your MTR, as that is the proof that they will need to see that something is borked.

That 13% is not a real 13% loss, it's more like 2-5% or so. That node is dropping ping packets as well as your regular traffic.

I'm too tired to go digging right now, but if Charter is your ISP, then ask them to also take a look at that 5th node, where you see a huge spike in worst latency up to almost a quarter second. Chances are it's getting overloaded, but you never know and they may have an issue there.

When I say restarting I do mean power cycling it.
Am on wired connection. I can try swapping the ethernet cable, though I highly doubt there's an issue there since I'm getting zero latency issues in other games e.g. Slippi/Melee online where even slight spikes in latency would be very noticeable.

Assuming that doesn't fix it, I'll try contacting my ISP. Thanks for the advice.

But you have 2% packet loss between your PC and the router/modem and it only gets worse from there ?

Well your issue looks like latency spikes between your PC and the router/modem in your home.

To update:

At the time of posting yesterday, my speedtest.net showed ~300mbps which is my expected speed. However, after running another test just a few minutes later, it showed ~20mbps which is quite low.

I contacted my ISP, who unsurprisingly just walked me through the standard "reset your modem and router" process. I did this and it seemed to clear up the issue to some degree, but it is still happening in some cases.

On my own realm (DC) it seems ok, and my WinMTR shows 0-1% packet loss at all hops.

I was mapping with someone on the San Paulo BR realm, however, and the issue was very prevalent again. This was not "normal" high ping lag, but rather 160ms, spiking to 300 every few seconds and causing massive stutters in the game, same as before.

Fortunately for now I'm able to play on my own realm without problems.

If you're experiencing this issue, I would suggest trying the same as I did: fully unplug your modem and router from the power for 30+ seconds, plug your modem back in, wait 2-3 min for it to come up, then plug your router back in.

Lastly, if you're experiencing the stutters but cannot find a fix, I think the best you can do is play on predictive mode. The stuttering should reduce to the point where the game is at least kind of playable on softcore.
