Detonate Mines + Reduced Cooldown Recovery bug

The skill Detonate Mines completely bugs out and resets only after portalling to HO and back in after you rack up above 100% reduced cooldown recovery.

This can happen by getting "X% reduced cooldown recovery per power charge" affliction from the eldritch altar.

What should happen:
The skill cooldown should go up to a finite value. And once power charges are dropped it should recover at a normal rate

What happens:
The skill cooldown goes up to infinity and never recovers. This is persistent even when power charges are dropped and cooldown recovery returns to normal. The only way to unstuck it is to portal to HO and back. Which is not an option, because you will run into this issue 5 seconds later.

This issue doesn't happen with other skills that have cooldown. For example Flame Dash doesn't do this.

Not a bug, it's cooldown mechanic.
Skill's cooldown duration is set when it is used. Cooldown will not recover even if you lose your power charges.

Flame Dash has increased cooldown recovery rate mod, and your boots have increased cooldown recovery rate of travel skills mod.

I have the same issue, but if ist not a bug, with 3 power charge, thats total 39% reduced cd. How can my detonate mine go inactive?
And after i die becouse i cant do dmg, go back to map and it works again. I have 3 power charge allmost instantly if i detonate mines on enemy. That doesnt make any sence.

The monster modifier doing this is "Temporal Proximity Shield". The big white bubble around the monster.

Players inside of the bubble have 25% reduced action speed, and 60% reduced cooldown recovery rate.
So nice, they fixed most of the monster mod, but not this one? How i supposed to be able to know, it has cd reduction? And sure, dont mind if i can't detonate mines that fast but completely disable it?

And i know, i have altar mod also, but still they fixed most of the annoying stuff. can they just fix that also somehow?

made some calculation

the math make no sence

i have altar mod, 17 cr reduction per power charge, i have 3 so thats 51 reduced cd
the monster have 60, thats 111 reduced cd

if you use the math 0.2/(1-1.11), thats -1.81 sec cd.
if you cant go negative leech, why is that ok?

sure ist not a bug, ist an unintended mechanik

100% and higher reduced cooldown recovery rate means you have no recovery.
